rAthena or Hercules for a Ragnarok server?

The two emulators diverged years ago. Which you pick decides your scripts, your community and your upgrade path.
Both emulators descend from eAthena, both are mature, and both will run a Ragnarok server. The differences are real but rarely the ones people argue about.
The projects
Pre-renewal or renewal first
Before the emulator, decide the era. Pre-renewal is the pre-2010 game: simpler stat formulas, the class balance most private servers are nostalgic for, and by far the larger private-server population. Renewal is the modern system, with a different damage formula and levelling curve.
Both emulators support both. But your script and database availability depends heavily on this choice, and pre-renewal has the deeper pool.
Then the emulator
rAthena has the larger community and, in practice, the larger body of existing scripts. If you plan to assemble a server from work other people have published, this is the path of least resistance.
Hercules made a deliberate break towards a plugin architecture, so custom behaviour lives in plugins rather than in patches against the core. That is genuinely better if you are writing significant custom features and want to keep updating the emulator underneath them.
The honest summary: rAthena if you are configuring, Hercules if you are engineering.
Rates are a design decision, not a dial
A low-rate server keeps the original grind, which is the entire point for a section of this community. A high-rate server puts people into endgame PvP quickly and needs endgame content ready on day one, because that is where everyone will be by the end of week one.
Pick one and build for it. Servers that split the difference tend to disappoint both groups.
